The Arab summit conferences are an American political tool which must be
stopped, and from whose evil the Ummah must be saved.

We look into whether the peace plan created by the Americans (Kaffir), being adopted by every pro-American Arab state. We ask, what goes through the mind of an Arab leader who uses his limited mind to deal with a clear enemy by conceding to their terms!

The decision has been taken to hold the periodic Arab summit in Beirut
on 27/3/2002. Abdullah b. Abdul Aziz revealed more than a month ago his intention to present his proposals to the Arab rulers, in order to take their approval. They accepted them in advance, before even knowing the details. Currently they are putting in the details, which are still under discussion. They took interest in this initiative after it was blessed in the kufr circles: in America and the European Union. The initiative has obtained the approval of the Security Council, in resolution No: 1397 on 12/3/02 which stated: "The council welcomes the contribution of Prince Abdullah, the crown prince of the kingdom of Saudi Arabia." It is worth mentioning that the Jews declared their rejection of the proposal, after initially welcoming it.

The details which have appeared so far are: to establish complete
relations between the Jewish entity and all the Arab states that are
members of the Arab League; to work according to the UN resolutions 242, 338, 425 and to comply with resolution 194; to (recognize) the necessity of written American guarantees for the success of the initiative; the Jewish state's adherence to it in the event of its acceptance; to
determine the status of al-Quds as Arab land which has been occupied in
1967; to consider the international borders as the borders existing on 4
June 1967; and to apply the principle of land for peace according to the
Madrid conference in 1991.'

From this perspective we can see the danger contained within the
treacherous initiative of Abdullah, which he tried to pass off, with
slyness and evil, as spontaneous when he announced it through the Jew
Friedman, who is a correspondent for the widely circulating American
newspaper, the New York Times. The subject of the initiative is a new
collective betrayal for the Muslims.

The rulers are about to perpetrate this treachery with respect to
al-Masjid al-Aqsa and the blessed land of Palestine around it. They
neglect the rights of its people for the sake of the Jews, and to please
the kuffar political leaders of the West, from America and Europe. It
can be seen that the initiative contains all the treacherous,
humiliating and cowardly resolutions of past summits!

It is clear that the initiative came shortly before the summit in
Beirut, so that it becomes an scheme for open and official action in
dealing with the issue of Palestine. This is to bring about a cooling of
the situation, and then to move to what they call the peace plans.

This is not the first time that America has seized upon such a valuable
opportunity presented to her by the diplomacy of the Arab summit. In the
past she has promoted many dangerous political plans and styles for the
region through these summits. For example, she got the Arab rulers to
accept the Security Council resolution 242 in the Khartoum conference in
1967. The summit approved the establishment of the PLO (which disowned
Palestine to the Jews in Oslo, Wye River etc) in the conference of
Alexandria in 1964. The Arab league abandoned its responsibilities
towards Palestine to this traitorous organization (PLO) in the Rabat
conference of 1974. In this manner the summits were, and still are,
effectively American political tools in the region, which requires us to
halt them, to limit the calamities befalling the Ummah.

What really draws our attention in this summit is that it reveals the
most important resolutions, as stated by Abdullah b. 'Abd al-Aziz, very
early before the summit, and also the fact that the Arab leaders have,
so quickly, agreed to it. If one goes back to the background of the
previous Arab summits like the fourth Khartoum summit in 1967, the fifth
in Rabat 1969 and the seventh in Rabat in 1974, one finds that these
ended without announcing a joint declaration about their resolutions,
which remained secret in the drawers of the Arab League. The aware and
sincere ones used to expose their resolutions with some difficulty, by
combining individual statements, indications and circumstances
surrounding them. The reason for not announcing their resolutions was
the extreme danger (the effects of which we are suffering from at the
present moment, and which will cost future generations millions of
martyrs before removing their destructive effects) and the Arab rulers'
fear of losing popularity and risking people's anger against them. As
for today, the rulers are the successors and sons of the yesterday's
traitors. Dangerous resolutions are announced in advance and the
agreement is taken in advance. Nothing is more indicative of this, than
the extent to which the ruling group has reached in terms of their
complacency and neglect of the Ummah, and the vital issues of the Ummah
which have been sold cheaply by way of auction. They dare to do this
because of the Ummah's silence over the rulers and their treachery, and
the fact that they have not changed them or accounted them as they are
required to do by the Sharee'ah.

O Muslim Ummah:

Where are your rulers with regards to the continuous killing in
Palestine and Afghanistan? Where are they with regards to the Jews who
are killing your brothers daily in Palestine, and violating it
sanctities? Where are they with regards to Kaafir America, joined by the
whole of the West: Britain, France, Canada, Germany, which is launching
a murderous war against your brothers in Afghanistan? America has also
been joined by Australia and Russia, though they knew that she is
unjust! So is Abdullah's initiative the response of those rulers to the
aggression of the Jews? In other words rewarding them, granting them
even more safety and security, granting them more of the blessed land of
Palestine, giving them power over al-Aqsa and leaving them to slaughter
your helpless brothers? Is the response to the American aggression and
the kufr behind it, to support the tyranny of America and granting her
facilities, airspace, regional waters, military bases, fuel etc. ? The
disgraceful position of the rulers is not one of which Allah, His
Messenger and the Muslims approve. Rather it is a position of
submission, humiliation and disgrace before the enemies.

The Islamic Ummah will not accept to be disgraced in her Deen. She is
able to fight the aggressors and defeat them. This was proven when the
Jews were expelled from South Lebanon, and by what is happening in
Palestine now. The Muslims now in
Palestine are in a state of siege and posses nothing by way of weapons
other than their Imaan, their lives and a small amount of light weapons,
with which they respond to their enemy, who is heavily armed with the
most modern and advanced weapons.

What has happened in Lebanon and what is now happening in Palestine is
proof against the weak Arab and Muslim rulers, who
claim that the Ummah is not able to fight the Jews. The aggression
cannot be repulsed except by Jihad i.e. armed fighting in the path of
Allah. It cannot be repulsed by false and deceptive political maneuvers
or humiliating and despicable concessions, which is characteristic of
those cowardly and hypocritical rulers.

"Fight against them so that Allah will punish them by your hands and
disgrace them and give you victory over them and heal the breasts of a
believing people" [9:14].

"Then whosoever transgresses against you, you transgress likewise
against him" [2:194].

"O you who believe! Take not My enemies and your enemies as friends,
showing affection towards them, while they have disbelieved in what has
come to you of the truth" [60:1].

O Muslims:

Where are you with regards to your vital issues? Where are you with
regards to the establishment of the Khilafah, and the application of the
Islamic Shar'iah? Where are you, with regards to liberating yourself
from the noose of the Kaafir who controls you and your daily lives?

These are your vital issues, for which the measure of life and death is
taken and blood is spilled. Yet at the same time we do not find these
summit conferences (which have totaled to more than 20) taking these
vital issues into account. They have harmed the current generation and
they will force the coming generations to make great sacrifices to free
themselves from them.

O Muslims:

Your misfortune is due to your rulers. They are the agents of the
kuffar. They do not care about you in the slightest. They do not fear
Allah, or have Taqwa of Him. They do not adhere to His orders and
prohibitions. They are not interested in looking after your affairs.
There is nothing left but to remove them and their regimes and to pledge
allegiance to one Khaleefah, on the Book of Allah and the Sunnah of His
Messenger, who will unite the lands and the peoples. He, in turn, will
prepare the armies to fight the Jews, the enemies of Allah, and uproot
their entity, and to remove the control of the kuffar from the Muslim
lands, and carry Islam to the world as a Message of Guidance and Light.

"And on that Day, the believers will rejoice. With the Help of Allah, He
helps whom He wills, and He is the All-Mighty, the Most Merciful"
[30:4-5].
